Are all single note whistles hooters? No, the are not. The best example of a non hooter single note whistle is the famous/infamous Pennsy Banshee Screamer. This was the standard whistle on their freight locomotives from around the turn of the Twentieth Century to mid ninteen thirties, when older passenger power was retired and those whistles were fitted on the hundreds of later model "H" class Consoladations, "L" class Mikados and of course my favorite, the I1s class Decapods.
