Whistles? Im confused

I have asked about steam whistles before but it still bothers me that Im not sure how to classify them yet. Is there a special trick on classification of whistles that I might be able to learn by sound pitch or do I always have to look at them for it. Oh and one other question might be can the air horns on the diesels be classified in the same way as well? Thanks for the suggestions.
