In Atlanta when the railroads got to busy, they basically built viaducts over the current road locations and the second floor became the street front access with the railroad under the viaducts.
Why not put a viaduct over the D&S from the McDonald's to North Point Mall and have parking on it. Besides, it hides "those stinky trains that should be moved out of town anyway so it is not in my back yard"
