The article does not say that "they are spending 1 million on trees." Here's the actual quote:

"A million-dollar effort to reduce the carbon footprint of the D&SNG is under way, and the railroad is working with CarbonZero, a local environmental-awareness company, to plant 2,587 trees this year on the train route between Durango and Silverton."

The tree-planting may be part of the $1 Million, but the way the article is worded, the cost of the tree planting appears to be unspecified, and separate from the $1 Million.
