Background: (details available in the archives)

Several years ago a group purchased the out of service outer end (South Fork to Creede) of the Creede branch, planning to fix up the tracks and run a tourist train operation, possibly ng, possibly using #169 from Alamosa. Various people in Creede object to this for various reasons, mostly a fear that it will change the town in some way. (tourists, higher land prices, pollution, etc, etc)

What the site you found is referring to is a filing with the Surf Board to force abandonment of the trackage actually in Creede, filed by the town of Creede last Dec 17th, against the will of the owners (adversely). So far there was a call for comments by the Surf Board (IIRC comment period is now over) and we're all waiting with bated breath for the decision.
