Even if you could find it, it probably wouldn't do you any good. Creosote doesn't absorb into the wood from the surface. Tie plants had chambers in which the ties were stacked, the door was sealed, and hot creosote was pumped in. The chamber was then pressurized for a few hours to force the creosote into the ties (replacing water which evaporated due to the heat). The chamber was then drained and the ties removed.
Tie plants were pretty miserable places to be around.
