There is no requirement for a RPE.

This requirement is for responsibility. That is why someone else signs for a check.

The key is to know where to find and understand the rules. Whenever I read a Code....I read 3 or 4 times....put it down and walk away for a bit. Then go back and read it 3 or 4 times again.

If you are still sane when you are finished it may make sense.
