In looking at form 4 I noticed on page 4 that stress calculations are required to complete the form. Page 6 requires that the form be signed by the individual that conducted the calculations and signed by a second individual that verified the calculations. Are those calculations performed and verified by licensed professional engineers? How difficult is it to find professional engineers with the necessary background?
