During my viisits to Haiti in 2001 and 2003 there was no evidence any working railroads. I did see signs from the past. In Carrefour there is a grade crossing still in the highway pavement. It is clearly less than 3 foot gauge. My guess is 80cm. From the air as you approach the Port au Prince airport you can see the very large Haiti suger company mill just north of the city. WIth a careful squint it was possible to see rolling stock and the signs of a railroad operation in the mill compound. That suger mill had been closed for years even by 2000. With the desperate poverty in Haiti any steel or iron vanishes quickly. Sadly the chances of there being a steam survior anywhere in Haiti is tiny.
