It all depended upon the ability of railroad to do the work themselves or had to go to the builder or a larger nearby railroad.
Baldwin would sell almost anything, but you might have to wait. I have seen a letter from BLW to H. H. Yerington in 1902 regarding a new cylinder castings for a narrow gauge 2-6-0 the V&T shops were repairing for Inyo Development (mineral salt works) at Keeler. The response was:

We judge from the wording of you letter that you desire to have them shipped in the rough, which we could do promptly; but if we are do the machine work, shipment could be made in about three months.
The former Nevada Central 2-6-0 that Ward Kimball saved and later gave to Orange Empire Ry Museum seems to have a BLW replacement firebox and maybe one boiler course from about 1915. The little 1906 Hawaiian sugar plantation 0-4-2 received a whole replacement boiler in the late 1930s from Baldwin.
The record books of the 3'-gauge Los Angeles & Redondo show that it had a new tube sheet fabricated by Southern Pacific's Los Angeles shops among other work.
