You upped the stakes a little with the requirement of a valve in the spout but it is not beyond kitchen table construction. I short of copies of the 1930 cycloedia but I do have a 1912 which has several long spout oilers. The idea of the cheap hudson weed sprayers is another idea that might get you by for the time being although all the ones I have seen lately have been plastic which might melt in the cab and could make a mess,
