Politically incorrect but oh so true.
If they don't want the railroad there they have a lot of leverage to ruin his efforts. If the town as a whole are rude and what not to the passengers...then people don't come back to ride again. From what I understand there isn't a whole lot of tourism in the area so any other word of mouth wouldn't hurt much. They can torpedo all the work done there in a short time.
Like Earl said...turn it outside of town and let them be. Hell, if you want to make a nice little dig you can even let the passengers know that the reason they are not going all the way into Creede is _______________________ (Insert current problem here). Might even keep the curious from driving into town.
Any way you slice it it's a lot of money to invest to be on ice that thin.
