The problem of balance in a reciprocating engine is always a compromise, because the condition of 'in balance' is a combination of many factors, and changes with RPM's. I am relatively positive when asking a loco company to build you a steam engine, that one of the questions would be what speed range would you anticipate running this loco most of the time. Your answer indicating to the loco company engineers how to counterbalance the drivers to provide maximum performance (balance) at the rpm's you desire to operate your machine most of the time. Short stroke, or long stroke, Chevy vs. Ford, or Baldwin vs. Grant, the principles are the same, their balance ratios are optimizied by specifications during design, not limited by the design, which would be counter-productive to the loco designer/builder's intention's of remaining profitable.
