I was reading up on C&S equipment and they did convert some coal cars, gons, to flats. They also did this with stock cars and box cars. I haven't found anything that metions a 33' car though. Everything is listed as 28' or 30'. The frame doesn't look like it is from a stock or box. It could be from a gon although they all seem to have outside stakes.
