Hi, Rick -

I've seen similar - but less extensive - fixtures on other engines, and I'm fairly sure they're to provide access for inspection & lubrication.

p.s. The FEF-3s (like GS-4s) have 80" drivers, not 84". I'm not aware of any 4-8-4s with drivers taller than 80". IIRC Milwaukee's (and Santa Fe's?) 4-6-4s did have 84" drivers; some (most or all?) of S.P.'s 4-4-2's had 81", as did 4-4-2s on many other roads.
