I have seen this on several locos, not that I can tell you which ones.

Perhaps the guard is to keep tall grass out of the valve motion?

When 844 is in town and I have the chance to show it off to a non-railfan, I always take a moment to point out that the drivers are taller than me: a moment in the shadow of a giant!
