The K28s were considered passenger and mixed train power. The Shavano was no longer running, the Crested Butte branch had been upgraded to handle K37s, and the Chili Line was gone. The D&RGW made the arguement that they needed the 36s and 37s for their war effort. The Army probably did not want the 27s and they were needed on the RGS, Cerro and other spots where the 36s and 37s could not run.
