Why the K-28s? U.S. Army & The White Pass in WW II

I realize that the K-28s were/are good locomotives.

Why did the U.S. Army, or the part responsible for requisitioning for the war effort, take the 7 K-28s for use on the White Pass & Yukon Route?

Were the K-36s too big?

Why not take the K-27s?

Why did the Rio Grande not offer up the K-27s willingly so they could keep the better K-28s?

Does anyone know?
