Need help with another pic - 3 NG Forneys

Looking for help again from the accumulated wisdom of the group. Another unlabeled photo from Library & Archives Canada. Three 0-4-4T Forneys at some sort of mill or small manufacturing company. When I roughly scale the people against the track, it looks like narrow gauge to me.
Enlarged in hi res, the middle loco is number 50, while the one on the right is 201. Other than that there are no rly names etc on any of them.
Interestingly, they all have a different number or arrangement of sand domes. Looks like a flatcar of some sort inside the small plant. Mainline station in the background, and workers' row houses behind that.
Anyone seen this picture before, or have an idea where it might be?
