I know that's a popular belief. A key thing to remember is that most rental cars now have GPS, so their travels can be tracked. If the car comes back filthy, or with evidence of rough handling, there could be issues. Certainly, if you buy the Loss Damage Waiver and think you are covered for any damage, the rental agency could easily use evidence that you were off-road as a reason to void the coverage.
My rule is to treat a rental car like I own it. I completely inspect it before driving off the lot and request that all findings be documented and that I get a copy of that documentation. That has saved my butt several times. When there is pre-existing damage, sure as hell, the lot guy will immediately ask you "somebody hit you?" when you return. Been there, seen that. Rental car people can be bastards......but they probably get that way because so many people abuse their cars.
