It has been a while, but at one time, some news group compared on-time preformance of Amtrak with major airlines using the reporting companies reports.
Turned out that at the time, Amtrak used the 10 minute C&TS is while the airlines at the time were using a time difference of 45 minutes!!!!!
The news agencies note that Amtrak was not as reliable (I think there was a "let's kill Amtrak" drives at the time) as the air lines came crashing down. When using 10 minutes, Amtrak was on-time (as I recall) of about 87% and the airlines were 65%. When using the airlines 45 Minutes, Amtrak was something like 96% and the airlines were 92%.

With one fireman school generating maybe 6 freight trains(?) there are 30 freight trains generated.
Adding 25-odd MOW freight trains totals 55 trains.
The chartered trains might be freight trains. Ignore for the moment.
55 freights and 298 scheduled passenger trains yields about an 18% chance of seeing a freight train when riding the C&TS.
With the fireman-engineer school trains, they are a "revenue" freight train. Not a bad number (30/55 => 55%) .
Not a bad chance to see a freight train. Of course if you know the schedule, you can plan seeing a freight.
