Assuming it's D&RW/RGW I'd take a punt on Parlins, the Tank atop Marshall Pass had the same shed structure around the base and that finial. The background resembles Parlin but is also reminiscent of Pleasant Vally Jct later Colton on Soldiers. PV jct tank had the same finial and the line was built 3ft.

Very interesting find.
