Unlikely in the extreme, because the server hosting this site is not providing the information. The DNS information is held at the domain registrar (Bulkregister/Enom), completely separated from the hosting platform.
The only problems I've seen relate to small ISPs, or corporate/campus networks (like you and Richard). I haven't seen any problems with e.g. Comcast (the largest ISP, and we have a lot of Comcast people here).
I did notice the site was offline for a few minutes yesterday, but this is a separate error message ("unavailable" vs. "not found"). No single-server web site can be up 100% of the time - that require multiple servers, redundancy, replication, and cubic dollars. However, when Don was locked out for several hours, the site was working perfectly for me - so the only possible cause for his outage was his ISP.
