191 has a wrought iron boiler, and as such can never be certified. To replace the original boiler with a steel boiler would, in my opinion, destoy the historical significance of this locomotive. As for the condition of the running gear, the tires are worn, probably need replaced, as for the rest, I have no speacific knowlege, but I'm sure it would have to be completely rebuilt.keith
