From the way the agenda item is written, I would assume that it is being proposed by the management company, and no management/operator company has shown any compulsion to consult with "the community" before making decisions. I have long believed that the various "issues" that flared up between Roger/Jay and RGRPC-1 were fanned by this type of thinking.
