What's wrong with fixing up what they have?

They do not need leased locomotives which will cost them money that is better invested in the current restoration efforts. And the owners of such locomotives more than likely have insurance that do not permit subleasing or are not-for-profit and are, under the law, not allowed to lease a locomotive since any payment would probably be considered a for-profit venture.

Just my thoughts.
