I am not aware of any large narrow gauge locomotives having been built for about 10 years, but there are still plenty passenger and freight cars, and multiple unit cars being built in Europe. One of the companies most active in the field is Stadler, based in Switzerland. They also produce standard gauge cars, and are currently building new railcars for Austin TX.
