I would assume that being the property of the city. That they would be responsible for insuring her. I wouldn't think it would be a problem obtaining insurance. Either way, the city of boulder is responsible, and could easily come of with funds to have her repaired. They have plenty of $$$$ Don't let them tell you otherwise.
