Unfortunately, the ASME code isn't called the "Always, Sometimes. Maybe, Except..." for nothing. ... Trying to get a straight answer is like pushing a rope.
For rail modellers, and steam tractor owners its actually sometimes worse because the states get involved and the rules get muddled even further.
Ya'll might just be better off building a steamboat, I've heard different places that somehow, under a certain size (30ft?), they kinda fall through the cracks in the law.
