I stopped by on Friday afternoon. It look to me like #12 was being retubed while #9 was still on shop trucks. A nice gentleman saw me photographing #9 and inquired why I found it so fascinating. I explained that I was a modeler and, as we were talking, he filled me in on #12. According to him, the state boiler inspector was not available until Monday (Aug 20), so the earliest they could have #12 running would be Tuesday (tomorrow, August 21).

As we were talking, I couldn't comprehend why they were putting in new tubes and why the boiler inspector needed to come out to look at a weld, so I asked him about this work. He said that the boiler inspection is an insurer requirement and the tubes had to come out in order for their to be enough room for the welder to work.

A RFP for the work on #9 is supposed to be going out at some point. All of her parts are there in Silver Plume for inspection by interested parties (that might respond to the RFP).
