Roger, having seen what exists in Latin America, even if Bell does bring equipment back, he is missing the mark. Deferred maintenance does not begin to describe the state of most equipment in these places. The point is, no matter what he gets or what he has, Bell and CHS need to find the people that can rebuild, maintain, and operate this equipment reliably. Until policies and approach change at CHS for the Loop, they are going to have a steep climb to bring together and keep good people.
I'm hoping they do get something from Central America so it won't be scrapped. I'm also hoping that CHS finds a tangent piece of track to their learning curve. Since I'm wishful thinking ... it would be nice to see # 9 operate again (not mentioned in any recent articles) and see CHS set some more productive priorities. If they keep the shop open this winter, that would be a good start.
