I would say, hands down the Silver Vista. Prior to the recreation of the SV, I would have agreed with John West and John Craft about the rear platform of the Parlor car.
But with the SV, you have a glass roof, TWO open platforms with nothing overhead, the most comfortable seats on any narrow gauge railroad car (except for the new Rio Grande which has the same seats as SV bu an opaque roof) and a ride like a lead sled.
I have ridden in everyone of the parlor/private cars, and caboose 500, and they are all great, but for the fall colors, you must ride the recreated Silver Vista. As for the weather, I've never felt really wet in any of the semi open cars; just carry a jacket and a light slicker. As we all know, carrying slickers and umbreallas prevents blowing rain.
And for those who wonder, no the Silver Vista does not get hot in the summer. It is quite pleasant, like sitting under a grape arbor.
