I have found the answer to one of my questions <...was this a modification done after the car came to the C&TS...>. The answer is probably NO.
Looking in Bob Grandts "Narrow gauge Pictorial-numbered work cars of the D&RGW", p. 192 has a 1969 photo by J.I. Parker taken at Chama in the upper left corner that shows the "B" end of 04549 with the small end door and the brakestaff/retainer valve piping showing above the bulkhead of flat 06092, wheel and tie car.
On p. 129, taken on Jan 18, 1953 by Bob Richardson at Alamosa, what appears to be the "B" end of 04549 in the shadows of derrick OP. Barely discernable in the shadow is the small end door and the brakestaff on the same end. Although no car number shows in that photo, the previous page has a photo taken the same day that shows a car number with the "9" visible, so a reasonable assumption would be that that car was 04549.
Interestingly, some of these cars stayed together in work groups for a surprisingly long time. On p.124, 04549 is teamed up with OP in a 1940 photo.
