I suppose for a high enough price anything is possible. But the two major issues with regard to letting motor cars onto a railroad are supervision and insurance. If an railroad is even willing to consider it, both issues can best be delt with on a group basis so that costs can be spread over a large number of cars. Which is why most "legal" trips are run by motor car groups. I have never done it, but have friends who have and they have a ball.
