I see all these pics of personal speeders on both sg and ng. If one was brought during a normal day, is there any way to "buy" the right of way to run the rails say on the C&TS, D&S or SLRG (even after normal daily operations)??

I am concidering building a speeder of my own, and do not want to use it illegally. However, I dont get to that area often at all.
