Actually, construction of a new steam locomotive back then was probably a lot cheaper than today's restorations. Steam locomotives and appliances were mass produced back then, so construction of steamers enjoyed the economy of scale. Labor was cheaper and expertise on steam locomotives was abundant. Constructing a new locomotive boiler was nothing unusual back then, nowadays it is an expensive proposition.
