You'd have to ask the CHS - it belongs to them. The contractor who built the lower loop brought it in and felt is wasn't worth taking with them when they were finished. The former operators subsequently used it extensively to put down rock ballast on the entire line, which was not done when the track was originally rebuilt. It wasn't used much the last few years of GLRR, Inc. operation as all the ballasting had been completed.
Incidentally, this work was all done at the expense of the operator, which viewed it as a necessity for the long term viability of the track. Too bad we didn't get to stay there long term...........
