If it has only 4 wheels, there will be no Federal Authority to call for air brakes, but the fellow who ownes it should really plan on putting air brakes on it if he ever intends to find Insurance.
The RGS Motor #1 sits unused at Ridgway for lack of Insurance and he was not running it as a passenger carrying vehicle; just for his own running, I believe.
