Who owns the new Sumpter Valley?

Who owns the new Sumpter Valley narrow gauge? Is it privately owned and operated like the D&S? Is it owned by a museum?
Is it owned by the state/county like the C&TS?
Just curious.
Last question - where would the funding come from for the rumored replicas to be built of the 2-6-6-2s?
