Funny you should ask that ed! Most whistles are set in what is called a tri-tone arrangement or a minor 3rd arrangement. Why? Because they are considered "dark" or "evil" chords and people take notice! Also, any of these chords played loud sound like a warning!
A major chord would just sound too happy. Let's leave that chord on Thomas the Train.
