The annual boiler inspections done on Rotary plow 0Y between 1990 and 1996 were official inspections done in compliance with Colorado law under which the boilers operated while in Colorado. While we could have refused premission to inspect the boilers when they were in New Mexico why would we? The state of Colorado could have refused to allow the boiler to be operated in Colorado. The arrangement we worked out was satisfactory to all parties and rotary trains were operated on 5 seperate occasions between 91 and 96.
It is interesting to note that in the spring of 1996 if my memory serves me correctly narrow gauge steam rotaries operated on both the C&TS and the WP&YR.
