Could the truck size and coupler mounting be due to the Army's need to have variable gauge equipment?
The 3000 that went to the White Pass & Yukon Route after being tested on the Rio Grande was a variable gauge locomotive, having the capability to be regauged to anything from 3 feet to standard gauge.
The coupler mounting looks like it is designed to have the coupler raised or lowered as needed.
The larger trucks could have been regauged by simply swapping the wheelsets to reguage the truck. Thus, the need for essentially a standard gauge sized truck frame - you can install smaller diameter and gauge wheelets on standard gauge axles (like the K-37 tender trucks/wheelsets) but you cannot install standard gauge axles/wheelsets in narrow gauge trucks.
