Ted is right. The new land owner owns just the land and not the personal property on it.
However, most States, including California have simple proceedure for land owners to go through a
notice and sale proceedure that will allow the land owner to either sell abandoned property to people who will remove it, or acquire title themselves so they may dispose of it.
If the new land owner here follows this proceedure, they could be scrapping this equipment in as little as 60 days.
If they don't follow the proceedure they will be liable for damages to the owner of the equipment.
This underscores the problem that groups and individuals have in owning the 1:1 scale equipment.
