From what I understand (although Kelly is imminently more qualified to answer this than I) the Strasburg shops can build a locomotive from scratch. I believe that they have been working on one as the funds from the customer permit.
As for locomotive plans and drawings. They are abundant and located in many areas of the US, in many Historical Societies and other locations.
Canada, for instance has most of the Porter Records
The Union Pacific Historical Society has most of the Union Pacific Records (I've seen these and there are literally thousands of linen drawings and numerous Van Dyke copies of the McKeen stuff)
The California State Railroad Museum is another source.
There are even Mason Machine Works records in Taunton, Mass. (although the South Park Bogie records are missing)
As I said, it all depends on what you are looking for.
I'm not sure where the Baldwin stuff ended up, but The DeGolyer library would be a good place to start, along with the Strasburg Gift Shop itself.
