I would assume the mail route was contracted to other individuals. The Post Office offered to increase the $$$ in the DRGW's mail contract to the point where the trains losses would have been substantially eliminated. The PO figured they would spend even more if they had to contract out all the areas served.
The DRGW wasn't interested. After all, they had a train they were trying to discontinue.
