What's the status of C&S #9's tender?

What with all the controversy surrounding the article the status of #9's tender has been pushed to the back-burner. Can anyone tell me if the plans for the true #9 tender to be restored and put back behind the #9 are still on track? The tender right now is #74's and sooner or later it's going to have to go back to Boulder!
This is one squarely in the CHS's lap! What exactly is scheduled to be done this winter? With funding tight does this mean that the tender will have to wait another year or two before it will be deemed "necessary" to restore?
Don't misunderstand me please! I'm only seeking an answer to a question and not trying to make a commentary! I am quite honestly interested in the progress of steam locomotive restoration in Colorado and that means I need to get answers from the source and that is the CHS!
