You are correct about the plates. Not sure how similar the rear truck on 19 and 20 are to the k28's overall, but I believe when the rear truck was overhauled last winter the brasses were stamped in such a way to indicate they were from a k28, perhaps from the time 19, 20 and the several k28's operated on the WP&Y together.
