Here is a link to a series of articles. Apparently the pumping and exploration was halted by the city because no permits had been taken out. Overall, there seems to be a fair amount of controversy about the project, making it anyone's guess as to what the outcome may be. Something as simple as disposing of the pumped out water could be a showstopper.
The article shows the engine in service. It's identity and history appear to be well documented.
I have an idea that I believe would be preferable to the recovery of the locomotive.
