You are right about the #20 being hidden from the inspectors. Not only because of the bearing box, but there were also some serious boiler problems. I dont think funds were short because of rebuilds of the #41 & #42. The #42 was probably in worse condition than the #20 (if that's possible) at the end of operations. Though in overall better condition, the #41 was retired about 1949 or so, and was only reflued when she was sold to Knott's. The RGS just didn't have funds to do much of anything! You ask if it will take all of $400,00 to rebuld the #20? My guess is that will just scratch the surface.
