Ken,
If you're referring to the Strasburg Railroad, they certainly have the capabilities of building locomotives from scratch. They constructed all of the Thomas replicas, and have been slowly working on an exact replica of the V&T's Lyon. They are who we currently intend to work with for the Sumpter Valley articulateds.
